Raymond Codjoe is a Legal Practitioner and Senior Counsel in R. A. Codjoe Law Offices. He holds an LLB (Hons) degree. He has a strong background interest in Economics, has specialised in Corporate, Investment, joint venture and Information technology issues amongst other areas of specialisation. He has an LLM in Information Technology and Telecommunication Law.
2003
Ghana ICT for Accelerated Development - 2003 [ICT4AD]
Raymond Codjoe was amongst the team of experts who were consulted in the Government of Ghana development and of the Ghana ICT for accelerated Development.
The Policy document was launched in 2003 and several policy related initiatives and primary and secondary legislation have been passed to provide for a defined legal framework for ensuring that policy deliverables and goals were attained
Benchmarks and targets were also set and consequential areas for further policy interventions were identified.
2006
Governemnt of Ghana nominated Team of Experts.
Raymond Codjoe was a member of the team of Experts who in 2006 who drafted the

Consortium related Consultancy work
Raymond Codjoe was part of a consortium of Consultants who worked in 2010 under a contract with the Ministry of Communication to draft the under mentioned legislations.

ICT PROJECT - eJustice Phase 1
The Founder participated as an ICT Legal Expert in 2012 as part of the consultants engaged by Leading Associates which was contracted by Ministry of Communications to provide Consultancy Services in Phase 1 of the Ghana EJustice Project. The Judicial Service of Ghana was the named beneficiary. The Phase 1 covered areas which included

2020-2023
DEVELOPMENT OF GHANA DIGITAL ECONOMY POLICY - 2020-2023
Consult General & 25th Century Technology Ltd in joint venture with 21st Century Technology Ltd developed the Ghana Digital Economy Policy document which replaces the Ghana ICT 4ADPolicywhch which was launched.
As part of the process it engaged with Stakeholders from all thre Ecosystems and Government of Ghana designated Technical Teams in finalising the Consultancy deliverable for launch as the Ghana Digital Economy Policy in November 2024
Technology is always a work in evolving progress, innovations and capable of providing transformational impact depending on different variables. Technology Policy requires major overhauls at least once every 10 years as new Mobile Generation Equipment and Networks, Desktop Generation hardware and spectrum and hardware data transmission creates new possibilities with transformation impact.
Currently the combine trend of digitalisation and its potential transformational impact has create a new dynamism which has yoke inter-Institutional and Inter-Regulatory cooperation as a policy requirement for which relevant legal frameworks must be provided.
The place for innovation and private sector Digital Entrepreneurial friendly and relevant Regulatory and Institutional Ecosystems as a policy initiative is addressed.
2020-2024
eJustice Phase 1 Consultancy Support
Consult General provided support in review and discussions on different aspect related to the eJustice Phase 1 implementation and the Service Levels Agreement with the Implementing vendor.
eJustice Phase 2 Selected Vendor Approach & RFP Development
Consult General provided guidance to the development of the RFP for the eJustice Phase 2 Implementing Vendor to respond to and to be evaluated. This is still work in progress.

VISION:
Consult General is registered to facilitate the platform where different professional can use a comman vehicle for both local and international consultancy bidding and service delivery.
it is therefore not restricted to collaboration with only Lawyers but would work in collaboration with Consultants from different areas of specialised services.
This platform would be focused on Information technology, Regulatory Reform, Conference & Workshop organisation and support services aimed at providing capacity building to Regulatory Bodies, Professional, Soverien Countrtires, Donor Funding Agencies involved in financing different aspects of support in these areas.
PURPOSE:
Consult General was set up because of the Legal Regime which regulates Legal Practitioners which prohibits such practice to be co-mingled with any services which may compromise the Solicitor/Client relationship.
Consultations covers a broader area than soley Legal advisory areas and in the area of ICT Consultancy, it involves collaboration with software, hardware, network infrastructure and other related personnel. This collaborative venture required a more flexible vehicle for expression hence the need to register Consult General.
